Dr. James Giordano is a professor in the Departments of Neurology and Biochemistry at Georgetown University Medical Center, Washington, DC. He also currently serves as Chair of the Neuroethics Program of the IEEE Brain Project, and as an appointed member of the Neuroethics, Legal and Social Issues (NELSI) Advisory Panel of the Defense Advanced Research Projects’ Agency (DARPA). He has previously served as Research Fellow and Task Leader of the EU Human Brain Project Sub-Project on Dual-Use Brain Science; an appointed member of United States Department of Health and Human Services Secretary’s Advisory Council on Human Research Protections (SACHRP); and as Senior Science Advisory Fellow of the Strategic Multilayer Assessment Branch of the Joint Staff of the Pentagon.

I have mentioned Dr. Giordano in several previous articles, with good reason: He is THE expert on the brain and, as an advisor to the Pentagon and DARPA, has intimate knowledge about the technologies being used today that enable remote access to our brains.
While Giordano points out that these technologies can be used for benevolent purposes, he acknowledges that they can also be used to intentionally harm, conceding that this intent to harm is useful for military purposes, but (obviously) not so when directed at innocent civilians.
My recent article The Nanomafia: The Most Dangerous Criminal Syndicate The World Has Ever Known discusses the dangerous, criminal affiliate network that has long had access to these technologies, has been using them for decades, and with the nanoparticle-infused mass injections that occurred in 2020 and 2021 (and are continuing) will have a previously incomprehensible ability to remotely control, and alter the behavior of, the public.
In 2021, Dr. Giordano participated in “Technology Day” at the Stockholm Security Conference. Here is some of what he had to say with regard to the current implications of what science and technology can now do:
“This technology allows us to assess the brain, access the brain, and affect the brain.”
He acknowledges that new technologies can create (and are creating) “inequities and inequalities, used by a few who benefit, and kept secret from the majority.”
Importantly, he stresses, “Nothing I am about to tell you is science fictional; it is science fact.”
Psychological Operations (PsyOps) are now referred to as “Neuro-Cognitive Operations” or NCOs, and participants have access to technologies that provide them with the ability to “modify the thoughts, actions, and, therefore, overall stature of others — the operational definition of a weapon.”

He continues: “Taken from the Oxford dictionary: a weapon is simply a means of contending against others. . . to injure, impair or, perhaps, kill others. But in its strictest definition, a weapon is some means of influence, deterrant. And the question then becomes, “Can the brain sciences become weaponized in those ways that may be less lethal, or non-lethal, yet their influence be overwhelmingly more powerful in that their effects are getting at the essence of what it means to be: the relatively inviolable space of self, of mind; being able to assess and . . . control thoughts, emotions, and behaviors remotely, and in so doing, influence postures of individuals, groups and collectives and perhaps populations.”
Giordano asks, “Is there some line that’s being crossed there whereby this “cognitive liberty” is being intruded upon? I think if we understand “weapon” in that context, we can then frame the brain sciences into those domains, and those tools, . . . that could be weaponized in such a way. Generally, we can parse these into two non-mutually- exclusive and active domains: 1) the assessment neurotechnologies which include various forms of neuro-imagong, neuro-physiological recording, (17:32) . . . and 2) the use of ‘Neuro Big Data’ which, when coupled with decision technologies, machine learning and AI, creates . . . a juggernaut of capability to not only acquire data, and utilize data, but also to manipulate the data itself whereby assessment immediately can turn into effect. (In simpler terms: We can access your brain and immediately alter your thoughts and/or behavior.)
He continues, “This then brings us into the realm of the interventional neurotechnologies. And perhaps first and foremost, if not easiest, is the ability to use extant systems of computational technology and engineering, together with decision technologies, Big Data acquisition and use, and various forms of soft to hard AI to manipulate the data themselves, and by manipulating the data on large scales, it may be possible to literally paint a new reality of what an individual is; to implant information into large-scale databanks, make individuals appear to have certain neurological and psychiatric conditions, to affect their capability to do their job by virtue of their profile, their data profile, by affecting aspects of their metadata so that they’re regarded as limited, and treated in different ways economically, socially, militarily, politically.” (18:54)

With regard to customized targeting of bodies and brains of specific individuals, Giordano says: “The more we know, the further we can go. One of the concerns is the ubiquity of biodata, particularly neuro-biodata, creates certain vulnerabilities, and targetabilities to be able to create precision pathogens. Now those pathogens need not be the tradiional drugs, bugs, or toxins. They can also be certain devices that can be tuned to individual parameters of . . . physiology, to differentially affect individuals in a variety of ways: to direct or compromise their capability for thought, emotion, and action.”
“Putting all of these together, we see a new toolkit that, essentially, engages those domains that have been addressed by current language of the Biological Toxins Conventions, Chemical Weapons Conventions, and various declarations and signatory treaties, but, in some ways, sidesteps that as I hope to show you, which may . . . (20:06) necessitate a revisioning [or] revisiting of the language, scope and tenor of these existing conventions and treaties: new drugs, for example, that are able to penetrate the brain space far more capably, at much lower doses, linking pharmaceuticals to nano-engineered scaffolds, micelles (water-soluble particles that can carry other substances inside them. In medicine, micelles are made in the laboratory and are used to carry drugs to body tissues and cells.), chaperones, that allow facile penetrants into the brain space, sometimes through means that can be rather clandestine or covert: inhalation, transdermally — and doing so with higher specificity; in fact, in some cases targeting these pharmaceuticals to be able to work in key individuals (20:44), or groups of individuals, based on an understanding of their pharmacogenomics and dynamics. Here, too, we see the ability to generate novel biologicals whether that be bacteria, fungi, viruses and, increasingly, there is a worry about the potential weaponization of prions that, based upon individual, collective, and populational information, can be developed so as to high selectivity, affecting key individuals: either individually targets of high value or more globally, more universally, creating, if you will, bellicose value and affecting relatively benign . . . targets, like the general population.”
(21:23) “[W]e can also use various methods of gene editing and synthetic biology to develop organic neurotoxins that are far more stable, less labile, more effective, and can be used with more precision, particularly if delivered to unmanned vehicles: aerial, ground, or sea-based. And a variety of technological devices that can be used to augment, or change, cognitive capacity.”

As a public representative, your job is to take seriously any potential threat to the common good. The development of neuro-weapons by members of the intelligence community is one such threat.
Prof. James Giordano, a senior science advisory fellow of the Joint Staff at the Pentagon, is currently playing a key role in the development of brain-controlling technologies that will “assess and modify the thoughts, actions and therefore overall stature of others,” he freely admits.
Such control of thoughts and behavior would be a step too far for most Americans, if they were aware of what is being developed by the intelligence community.
We have learned the hard way that government and its agencies are often compromised by bad actors and even worse ideas, and this one ranks even higher than what we have seen in the last three years of restrictions on our liberties.
We urge you to ban the use of neuroweapons and demand that US intelligence agencies declassify the nature any human experimentation involved in their development.

According to Dr. April Fulayha of Edward Timmons University in Watts, South Dakota, the word history will soon be removed from the English dictionary and replaced with a new one — itstory.
Dr. Fullayha, a member of the Webster’s Society for Lexiconic Studies chaired an academic think tank in March 2021 that came up with the idea of removing the gender component from the word history.
Due to the Covid pandemic, the Webster’s Society Committee voted to modify the spelling of the word history with fifteen of its 21- panel members absent. The motion was approved by the attending members 4-2 on April 1, 2022.
Webster’s Dictionary has already begun the arduous task of publishing the word itstory in place of history in all its publications.
On January 1, 2024, the word itstory will replace the word history. Historical societies nationwide have already been instructed by the White House that all federal institutions will comply with the Webster’s Society’s decision. Federal institutions are already getting a headstart on changing textbooks, signage, and a plethora of other materials.
Many independent institutions of higher education are protesting the word change and have publicly stated that they will not comply with the committee’s decision.
The White House has stated that any schools, colleges, or universities that do not comply with the word change ruling will lose federal financial assistance.
The Webster’s Society and Dr. Fullayha have recently proposed changing the word fishermen to fisher-them. A vote on that potential word modification is scheduled for later this year.
